R CMD check note fixed, maintainership transfer and documentation improvement.
The data set WAH09 has been replaced by a more recent one: the Western Arctic Herd 2011 data, named WAH11.

The upper bound of the interval given to the optimize function for the population size estimation is back to its original value, but a warning is now printed if the estimated size is equal to the upper bound. A new argument ('maxT.hat') allows to change this upper bound.
